Job Description and Qualifications PROJECT SUMMARYJazan Integrated Gas and Power Company(JIGPC) is purchasing an over $11 billion Gasification/Power plant located at Jazan Economic City (JEC) in Saudi Arabia.JIGPC will own and operate the facility under a 25-year contract for a fixed monthly fee. Saudi Aramco will supply feedstock to JIGPC, and JIGPC will produce power, hydrogen and other utilities for Saudi Aramco. Air Products will own at least 50 percent of JIGPC, with Saudi Aramco and ACWA Power owning the balance. JIGPC builds upon the importance and recognition that critical infrastructure assets in the region are being developed and operated under the Public Private Partnership (PPP) model."The Jazan IGCC is the world’s largest IGCC and ASU facility making 2100 MMSCFD syngas, 18,000 MT/Day Oxygen and 4 Gigawatts of power. Facilities and assets include: liquids gasification, acid gas clean up, soot ash recovery, sulphur recovery, combined cycle power plants, materials handling systems, hydrogen recovery, water utilities systems and waste water treatment facilities.Job Requirements:1- Reports to the Project Manager as Lead Project Engineer on assigned projects during detail design and construction. Coordinate with company Engineers and Contractor Engineers & designers.2- Works as company representative in the Engineering Contractor’s office during design and procurement phase.3- Works as field engineer in company’s office at site during execution phase.4- Executes assigned work in accordance with the Project Execution Plan and applicable Project Procedures and Standards. Ensures that the work follows applicable HSE and Quality standards and procedures at all times.5- Manages engineering and procurement activities by the Engineering Contractor and main equipment vendors in accordance with the agreed scope of work of the project.6- Understands the technical content of Process, Mechanical and in particular Instrumentation and Electrical Engineering documents. Coordinates reviews of the documents and returns comments to the Vendors and Engineering Contractors.7- Directs the construction contractors and vendors to plan and execute the field work in conjunction with the construction, quality management and HSE teams.8- Verifies that the contractors are progressing within the agreed manhour and cost budgets and in accordance with project schedule. Reports any deviations and applies agreed corrective actions where required.9- Provides input to the project controls team for cost and schedule reporting.10- Ensures that records are managed in the electronic filing system as required by the company procedures.11- Ensure that all Project Engineering scope changes are properly raised and recorded to cover manhours, costs and schedule impacts and coordinate on review of change order documents.Skills / Qualifications1- Bachelor's or Master's Degree in Engineering.2- Min 10 years of experience either in FEED or EPCm Services in oil and gas or process industry.3- Experience in Instrumentation and Electrical design, construction, pre-commissioning and testing. Knowledge of Fiscal Metering systems would be an advantage.4- Must have strong multi-discipline coordination skills and be able to plan work logically.5- Competent in using MS word, Excel and PowerPoint applications.6- Hardworking, proactive and possesses team work attitude with leadership and problem solving skills.7- Good English communication skills.
