29 Apr 2021 At least fifteen (15) years combined experience in Design, Planning, Realisation and Operation of the power system and network studies (with at least ten (10) years experience in power system studies using the PSS/E software and at least 5 years experience working with a similar Network instudying and planning). Power Engineer having Bachelor degree in Electrical Engineering – Masters/Doctorate Degree shall be preferred. Responsible for conducting all power system studies such as load flow, short circuit and stability etc. as requested by different departments and in particular for the Operation Department of Control Centres and give reports giving recommendations for transmission networks voltages ranging from 11 (not the Primary Distribution system) to 400 KV of the Ministry of Electricity & Water. Responsibilities and needed expertise are broadly defined hereafter but not limited to: To have good working experience in using the available Off line PSS/E software programs so as to study and review the operational needs for the existing and suitability of the planned additions to the power system in future To conduct system studies such as load flow, short circuit, transient stability etc. as required or requested. To analyze the system dynamic behavior and accordingly update the operational policies for all system components with the co-operation of the Operation Engineer taking into consideration failure of one / two elements at the same time (N-1/N-2) could they be generating plant, transmission lines, transformers or any combination of them. Importing of on line data to the PTI PSS/E off line programme to conduct system studies with real time data in analyzing the system behavior in disturbed situations and to tune the models to be used in off line studies for future network configuration. Tuning of the available Dynamic Simulation Models (PSS/E Library) to make them suitable for Ministry of Electricity & Water power system (User Models). To conduct the peak load and minimum load analysis for the system and submit detailed reports for the reinforcement of the system. To conduct the expected summer peak load and expected winter minimum load analysis for the system and submit detailed reports for the reinforcement of the system and any required reactive compensation. To conduct studies at least on yearly basis for the requirements of compensation (Reactive and Capacitive) so as to stabilise the voltage on the system and reduction of system losses. To conduct studies for voltage flicker as a result of connection of large motors by major industrial consumers and to check that they are within the permissible limits. To conduct harmonics studies for the system to check that they are within the permissible limits. To conduct all the required studies as requested by the operation department of the Control Centers according to the system needs and operational plans. To conduct and submit detailed reports with recommendations for: Automatic & Manual Load shedding plans as well as update them according to the actual network conditions for the current year and a year ahead for both summer and winter seasons. The Network Islanding Schemes and update them according to the actual network conditions for the current year and a year ahead for both summer and winter seasons. To conduct the required studies requested by other sectors of the Ministry of Electricity & Water and other Government agencies through the Ministry of Electricity & Water and submit detailed reports and recommendations. To train the Ministry of Electricity & Water staff in conducting the on the job training in MEW premises for power system studies as per the above defined duties & responsibilities. All other applicable system planning / operational studies works in the real time or in simulated situations.
