Requirements: The job holder must have:- Degree in an engineering discipline relevant to facilities and infrastructures for oil and gas field development;- At least 10 years demonstrable experience in the Refinery or Petrochemical Complex, mainly in construction management or project management roles;- Demonstrable experience in pre-execution project definition phases e.g. screening, technical-economic feasibility and concept selection studies;- Experience of participating in and supervising studies teams within a larger project to ensure timely delivery, on budget;- Based in Cairooffices, with possible trips to different locations in UK as required;- Fluent in English language. Duties and Responsibilities: The job holder is responsible for:- Ensuring that adequate technical definition is provided in the formulation of fabrication, erection and construction phases, supporting the preparation of scope of works, engineering definition, cost estimates, time schedule, etc;- Ensuring that proposed engineering definition are robust, by means of reviews, experts analysis, constructability process that have to be adopted in the concept definition phase;- Own all the constructability issues within Project;- Building and maintaining a database of construction capabilities and skills available in the Egypt Area;- Ensuring that all opportunities and risks related to construction are properly evaluated and managed.;- Maintaining interface and communication with Project Schedule to monitor the evolution of construction activities. - Addressing the impact of SIMOPS (simultaneous production and construction operations) and HSE issues on construction activities and programs;- Assisting in the preparation of contract strategy and contractors qualification and assessment;- Support the preparation of ITTs, bids reviews, contractors and contracts scope definition and clarification in relation to construction issues;- Ensuring Early Works construction issues are timely considered in the definition of project execution and ensure construction execution contracts are in place as per Client plan and objectives;- Support the definition and preparation of processes and procedures in relation to construction issues, completion and pre-commissioning activities, ensuring they are properly considered and specified in Concept Definition Contracts. - Interface proactively with Logistic, HSE and Operation and Maintenance Department to ensure their requirements and constrains are properly considered and implemented in Construction and Fabrication Activities both in the concept definition phase and in the execution phase;- Support the Project Manger in all interfacing issues with Contract and Procurement Department, and with all the issues associated with the Construction matters, within Concept Definition phase and within Concept Execution Phase;- Demonstrate a personal commitment to Health, Safety and the Environment.
