Job Description and Qualifications II. POSITION SUMMARYThis is a Staff or Contract position, based at the NEOM Green Hydrogen Project Site location, working a 8 x 2 week, rotational assignment. The incumbent is responsible for full implementation of the Air Products Environmental & Social Impact Assessment. The incumbent will work closely with the Project Directors, Site Managers, and EHS Managers to deliver a ‘world-class’ Environmental program, that is based on proactive management of Environmental requirements.The incumbent is expected to have detailed knowledge of environmental regulations and management systems in addition to possessing sound knowledge of Health and Safety. The ability to provide strong leadership throughout ALL phases of Construction and Commissioning is essential.III, NATURE AND SCOPEDescription: NEOM Green Hydrogen project consists of 3 elements: Power, Green Hydrogen (GH2), and Hydrogen Innovation & Development Centre (HIDC). Air Products is an equal partner in JV, and EPC contractor. Project Location: Northwest of Saudi Arabia, approx. 120km from Tabuk cityIV. PRINCIPAL ACCOUNTABILITIESThis position is accountable for the following:Ensuring the project is operating in line with the Saudi Arabia environmental laws and regulations and all applicable Air Products & procedures Establish an audit strategy plan that demonstrates full compliance with all applicable environmental regulations and the ESIA Ensure all deliverables are completed within given time frame Assist during lender’s Environmental & Social audits, develop action tracking register for any findings, and coordinate with respective Project Directors, Site & EHS Managers for completion of the actions Provide technical assistance on specific environmental matters (Marine scope, OTHL, etc.) Develop an environmental legal register (permit & consent matrix) and establish a systematic oversight program to assure compliance with all applicable environmental lawsEnsuring Contractors environmental information is reviewed, and commented on as necessary prior to execution of worksDevelop an environmental management plan that details environmental monitoring in accordance with legal and project requirementsEnsure management have provided adequate resources to execute against the environmental management planHighlight deficiencies within general contractor programs and escalate as appropriate through the Project Directors, Head of EHS, and Site and EHS ManagersEnsure the Project maintain proper waste manifests and duty of care documentsEnsure the Project (AP / Contractor) disposes of all waste in a legal and responsible way via project approved waste treatment facilitiesPromote an environmental recycling program throughout all work areasWhen required and requested take part in contractor kick off meetingsDevelop and deliver environmental training as requiredEnsuring meetings are conducted and recorded as required (internal/external). Ensuring specific environmental risk assessments and method statements for all work activities are reviewed and commented on where necessary, prior to commencement of works Ensuring all early-works, construction & commissioning work practices are reviewed, and monitored for environmental implications as necessaryEnsuring the Project (AP / Contractors) are directed in matters affecting emerging environmental risksEnsuring Environmental information/expertise is provided to the site team when solicited and when not to ensure compliance to all applicable standards (AP / Client) and local lawsSupport incident / accident investigations in line with the established site procedures for same and ensuring accurate content and corrective action follow upEnsure all incidents are entered into the AP proprietary incident tracking system, Event Management for environmental mattersRecommending any necessary courses of action on contractor environmental performance to the Head of EHS and Project Directors/ManagersMonitor the site safety induction program and ensure it is updated on environmental matters as the site evolvesDemonstrating a strong leadership commitment throughout the projectActively participating in and leading EHS promotion events, competitions, established programsPlay an active role on the EHS Leadership TeamUndertaking environmental inspections and audits of construction work activities on a weekly, monthly and quarterly basis in line with established systems in use on the projectCreate and distribute a monthly environmental audit report to deliver project status reports and help drive continuous improvementDevelop and track leading and lagging environmental objectives and targetsLeading and participating in meetings involving EHS issues/incidentsMaintaining a strong and effective professional working relationship with the Site Management, Client, sub-EPC’s, contractors, and other stakeholdersMaintaining an open and effective communication channel with the Head of EHS When required or requested, represent Air Products in meetings with the Client, contractors, sub-EPC’s and other stakeholders Assist the Head of EHS in ensuring the Project EHS Strategy, Elements EHS plans and Environmental plans are implementedHelp in ensuring the EHS plan is updated on a regular basis in conjunction with the site management teamSupport the implementation of the EHS incentive program Give input to ensure the accurate completion of the relevant section of the weekly reportSupport the implementation and ongoing development of Air Products EHS program elements V. MINIMUM REQUIREMENTS AND QUALIFICATIONS Bachelor degree in Environmental Engineering, Environmental Management, or related disciplineEnvironmental Diploma or equivalentMembership of IEMA or equivalent10 years’ experience on international mega-Projects working in an Environmental Leadership roleStrong environmental management experience of large multi discipline sites during construction and commissioning phasesOrganised, disciplined, able to perform under pressure and manage multiple priorities and parallel tasksInternationally recognised (IOSH / OSHA / Government Sponsored) environmental coursesFluent spoken and written English Thorough knowledge of international standards for management of Health, Safety, Environment and Risk such as OSHA, NFPA, ISO 14001 and ISO 45001Good team player, good communication and interpersonal skillsAbility to work in a multifaceted / multinational organizational matrix with a variety of working relationshipsWillingness to travel and be based in remote locationAdvantages: Knowledge and experience in oil & gas, or renewables projects Experience in the Middle East environment Knowledge and experience of EPC management Experience with IFC auditsVI.
